Shifting the power to the people
ABSTRACT
Following on from an earlier GFO article on the appetite for risk, we argue that challenging operating environments need additional flexibilities to meet their very specific circumstances; added risk for the Global Fund, maybe, but examples from West and Central Africa show that the pay-offs can be considerable.

ABSTRACT
Aidspan has obtained draft HIV and TB funding requests from six African countries classified by the Global Fund as challenging operating environments (Eritrea, Liberia, Guinea, Central African Republic, South Sudan and Somalia). Civil wars, famines and post-Ebola realities require flexible approaches in these countries. A number of innovative and adaptive interventions are prioritized to respond to the diseases in such difficult circumstances.

Following approval by the Board in August of $180 million in funding for country grants, this article provides a summary of the comments made by the Grant Approvals Committee concerning grants to six countries: Bolivia (HIV), Central African Republic (TB-HIV), Côte d’Ivoire (HIV), Guatemala (HIV), Mali (HIV), and Zambia (HIV).
