ABSTRACT The G7 countries, the world’s most advanced economies – Canada, France, Germany, Italy, Japan, the United Kingdom and the United States – are the Global Fund’s largest donors, and their contributions account for approximately 79% of all the funds raised by the Global Fund thus far. Their contributions have increased steadily since the Global Fund’s inception. So far, five of the seven countries – Canada, Germany, Italy, Japan and the United Kingdom – have announced their pledges for the 2020-2022 replenishment cycle, most of which have increased by about 15% relative to the last replenishment.

RÉSUMÉ La France a été sélectionnée pour accueillir la conférence de reconstitution des ressources qui devrait se tenir à l’automne 2019. Cet article résume les résultats de la cinquième conférence de reconstitution des ressources, qui s’est tenue en 2016, décrit les étapes menant à la sixième conférence, et commente la nomination de Françoise Vanni au poste de directrice des relations extérieures, l’unité responsable de la campagne de reconstitution. Mme Vanni succède à M. Christoph Benn, qui a occupé ces fonctions pendant de nombreuses années. Enfin, l’article présente les points saillants du rapport de situation sur la mobilisation des ressources présenté au Conseil d’administration en mai dernier.

ABSTRACT France has been selected as the site of the Replenishment Conference expected to be held in Autumn 2019. This article summarizes the outcomes of the Fifth Replenishment Conference in 2016; describes the steps leading up to the Sixth Replenishment Conference; and reports on the appointment of Françoise Vanni as Head of External Relations, the unit responsible for the replenishment campaign. Vanni replaces Christoph Benn who served for many years in that position. Finally, the article provides highlights from the Resource Mobilization Update submitted to the Board in May.

RÉSUMÉ Une évaluation de l’Initiative 5% de la France a indiqué qu’elle « était pertinente dans le contexte spécifique de difficultés liées à la mise en œuvre de subventions du Fonds mondial dans la région francophone ». L’évaluation a aussi appelé l’initiative « un mécanisme original combinant une approche bilatérale dans un cadre multilatéral ». Les évaluateurs ont, dans le même temps, demandé des améliorations dans les opérations et le suivi stratégique de l’initiative.

ABSTRACT An evaluation of France’s 5% Initiative says that it “is relevant in the context of specific difficulties linked to the implementation of Global Fund grants in the French-speaking region.” The evaluation also refers to the initiative as “a creative mechanism combining a bilateral approach within a multilateral framework.” At the same time, evaluators called for some improvements in the operations and oversight of the initiative.

RÉSUMÉ L'engagement de la France pour la cinquième reconstitution se maintient au niveau de sa contribution pour la précédente reconstitution. Les Amis du Fonds mondial Europe auraient aimé voir une augmentation. Pendant ce temps, l'Italie augmente sa contribution de 30%.

ABSTRACT France’s pledge for the Fifth Replenishment equaled what France contributed for the last replenishment. The Friends of The Global Fund Europe would have liked to see an increase. Meanwhile Italy increased its pledge by 30%.

ABSTRACT France announced that it will contribute approximately $467 million a year to the Global Fund for the period 2014–2016. This is about the same amount as France pledged for 2011–2013.
