ABSTRACT
The world has made progress in the fight against the HIV epidemic during the last decade. However, this progress is under threat as a result of dwindling financial resources and a growing epidemic in some regions. Recent global statistics of the HIV epidemic show that the world is unlikely to end the AIDS epidemic by 2030. However, discussions at the 20th International Conference on AIDS and Sexually Transmitted Infections in Africa underscored the need for countries to build on the achievements so far by raising more HIV resources domestically, stepping up HIV prevention efforts, and putting the communities at the centre of the response.

A report by the Pan American Health Organization and UNAIDS says that the region is too dependent on external financing. It also says that there is a need for detailed plans to transition away from this dependency.

The Grant Approvals Committee says it is very concerned that ambitious treatment goals in national programs are often not reflected in grant performance frameworks because of limitations in the allocations. The committee raised this issue in its report to the Board on the third batch of grant approvals for 2017-2019. The GAC called for urgent inter-agency discussions and it said that donor governments should be included in the talks.

Le Comité d’approbation des subventions se dit très inquiet de ce que les objectifs de traitement ambitieux des programmes nationaux ne se retrouvent souvent pas dans les cadres de résultats des subventions en raison des limites des allocations. Il soulève cette question dans son rapport au Conseil d’administration sur le troisième lot d’approbations de subventions pour 2017/2019. Le Comité appelle à la tenue urgente de discussions interinstitutions, auxquelles les gouvernements donateurs devraient selon lui participer.

In what local activists are hailing as a “very important step in ensuring the sustainability of HIV services in Macedonia," the newly elected government has ordered the Ministry of Health to budget a considerable amount of money to provide antiretrovirals for people living with HIV as well as prevention services to key affected populations such as men who have sex with men, persons who inject drugs, and sex workers.

RÉSUMÉ
Dans les demandes de financement présentées au Fonds mondial durant les première et deuxième périodes, plus de 100 millions de dollars sont proposés à destination des adolescentes et des jeunes femmes. À l’issue d’une analyse de huit pays, le Fonds mondial a indiqué que la priorité est accordée aux questions de genre et de violence sexiste dans sept des huit pays, tandis qu’aucun pays n’a jusqu’ici privilégié la prophylaxie post-exposition ni la protection sociale. Le Comité technique d’examen des propositions exhorte les pays à adopter des démarches fondées sur des faits probants et à planifier des évaluations simples.
