ABSTRACT
In July the Global Fund’s Strategy Committee will meet to agree what the Secretariat calls the “transparent and accountable process for qualitative adjustments”. Qualitative adjustments are refinements to formula-derived allocations to account for epidemiological, programmatic and other factors insufficiently addressed through the allocation formula, to maximize the impact of Global Fund resources in line with its Strategy. Given the ambitions of that Strategy, there is tremendous pressure on the Allocation Methodology to ‘get it right’ and the qualitative adjustments are an important part of this. Will the controversies aired by Board constituencies at the SC meeting that agreed the 2020-2022 process be repeated this time round?
Qualitative adjustments process decision expected from Global Fund’s July Committee meetings
ABSTRACT
At the most recent Global Fund Board meeting held in Geneva in May 2019, the Board approved a Decision Point updating the Allocation Methodology for the 2020-2022 allocation period, but asked the Strategy Committee to review and approve the Qualitative Adjustments process. Qualitative adjustments are the final step in the allocations process, tailoring allocations-by-formula to specific country contexts and issues. The July Strategy Committee meeting will finalize and approve the process, as requested by the Board.
Global Fund Board approves updated allocation methodology for 2020-2022
ABSTRACT
The allocation methodology for 2020-2022 will be very similar to the methodologies used for the last two allocation periods. The methodology prioritizes funding for high-burden and low-income countries. In approving the methodology, the Board decided that up to $800 million of the funds available for country allocations will be used to top up components that require “paced reductions” and components that previously received less funding than the formula calls for.

ABSTRACT
The Global Fund’s 40th Board meeting dedicated a session to allocation methodology, following Strategy Committee discussions on the allocation methodology for 2020–2022. The Board is expected to approve the methodology at its meeting in May 2019. The committee says that no significant changes are expected compared to the methodology used for the 2017–2019 allocations period, but that some refinements are likely. The committee also discussed catalytic investments.

ABSTRACT
In June 2016, the Strategy Committee determined the process to be used to make qualitative adjustments to the initial allocations derived from the application of the disease burden/income level formula. This article describes the two stages of the process: epidemiological considerations and holistic adjustment. Information on the parameters used to make the adjustments will be provided in a separate article in GFO 302.

ABSTRACT
Application of the disease burden/income level formula that is at the core of The Global Fund’s allocation methodology for 2017-2019 will disadvantage some countries that are on a trajectory to achieve malaria elimination. Rima Shretta and Erika Larson argue that qualitative adjustments and funds set aside for catalytic investments should be used to ensure that these countries receive an appropriate level of investment.
