OIG INVESTIGATION OF PHISHING FRAUD IN SENEGAL FINDS “MULTIPLE CONTROL LAPSES” WITHIN MINISTRY OF HEALTH AND SOCIAL ACTION
ABSTRACT The Office of the Inspector General has published its report on the Global Fund’s first case of ‘phishing’ fraud. The fraud, which happened after fraudsters hacked the email account of a procurement specialist within Senegal's Ministry of Health and Social Action, resulted in the misdirection of $481,541 of grant funds because of an unauthorized change of supplier’s banking details. Multiple control lapses allowed the fraud to succeed, the OIG said, though no collusion was suspected.
