ABSTRACT A new analysis by Aidspan found that in ‘high-impact’ Asian countries, domestic contributions to the HIV, TB and malaria responses remain low, particularly for malaria. Domestic resources accounted for 64% of the total available funding for HIV, 55% for TB and 46% for malaria, in the 2015-2017 implementation period. The share of domestic resources rose, in the 2018-2020 period, to 81% for HIV, 63% for TB and 65% for malaria. Despite this increase, the countries still face huge gaps in funding in the current 2018-2020 period.

ABSTRACT Malawi has made significant progress in the fight against HIV, tuberculosis (TB) and malaria since it started receiving Global Fund funding in 2003. Malawi faces significant challenges in implementing Global Fund grants, such as low domestic contributions to the health sector, low absorption of Global Fund grants, and a weak health system, which undermine achieving maximum impact against the three diseases. Some challenges relate to Global Fund processes while most relate to Malawi’s economic and political context. Solutions include increased country investments in health systems, addressing bottlenecks to effective absorption of funding, and increased oversight of grant implementation.

ABSTRACT Acknowledging that there are implementation challenges associated with a Mali malaria grant that it recently recommended for approval, the Grant Approvals Committee said that it welcomed the Secretariat’s plans “to identify bottlenecks, and holistically review and harmonize the controls in place with the aim of balancing risk mitigation and effective grant implementation.” The concern about balancing risk mitigation and grant implementation has been raised before in other grants.
