OIG audit praises Kenya’s procurement and supply chain processes, identifies implementation challenges
ABSTRACT
An audit by the Office of the Inspector General (OIG) shows that Kenya has made significant progress against HIV, TB and malaria. This is partly due to the country’s ability to successfully procure and distribute Global Fund-supported health products. The OIG, however, found issues in the quality of services, measurement of grant performance and grant implementation in the context of devolution of health services from the central government to 47 county governments following constitutional changes in 2010.

In Zambia, one of the countries hardest hit by HIV/AIDS, an umbrella organization of faith-based health facilities has been pivotal in the fight against the disease: the Churches Health Association of Zambia. An indigenous organization, CHAZ has been a successful Principal Recipient of Global Fund grants since 2003. Its leaders credit this longevity and their programs’ success to their belief in God and themselves.
Global Fund Implementer Voting Group 2019 retreat prepares for next Roadmap
ABSTRACT
At the September 2019 annual retreat of the Global Fund Implementer Voting Group in Dakar, Senegal, the group’s ten constituencies, including governments and communities- and civil-society delegations, discussed areas that had been identified as priorities for 2017-2019. These included how to improve the Implementer Group’s effectiveness, absorptive capacity, sustainability and transition, and human rights and gender equality. The retreat also included participants from the Secretariat, including the Global Fund’s Executive Director for some sessions.
The Global Fund seeks the right balance between risk mitigation and grant implementation in Mali malaria grant
ABSTRACT
Acknowledging that there are implementation challenges associated with a Mali malaria grant that it recently recommended for approval, the Grant Approvals Committee said that it welcomed the Secretariat’s plans “to identify bottlenecks, and holistically review and harmonize the controls in place with the aim of balancing risk mitigation and effective grant implementation.” The concern about balancing risk mitigation and grant implementation has been raised before in other grants.

Guinea has faced several significant challenges in implementing its Global Fund grants. Some challenges were inherent to the Global Fund grant policy implementation. Others were related to the country's political and epidemiological contexts. As a low-income country with a weak health system, Guinea needs to spend its co-financing funds optimally. Solutions to most challenges require stronger country ownership and an investment in health systems.

“Exchange for Change” is the title of two workshops designed to explore common bottlenecks in implementing Global Fund–financed health programs and to design novel solutions to address them. The workshops, in Malawi and Burkina Faso, were organized by the global GIZ program BACKUP Health. Communications, transparency and accountability were recurring themes of the workshops.
