RÉSUMÉ Cet article analyse les premiers résultats d'un appui pilote à la subvention pour le système résilient et pérenne pour la santé (SRPS) en RDC. Il montre que l'assistance technique à long terme au bénéficiaire principal permet de relever les défis techniques liés à la mise en œuvre et à la coordination, ainsi qu'à la qualité des activités. Ces leçons devraient être partagées avec tous les pays et les activités devraient être incluses dans les interventions de routine pour faciliter la mise en œuvre et obtenir un plus grand impact.

RÉSUMÉ Ce numéro de l’OFM s’intéresse prioritairement au prochain cycle de financement du Fonds mondial (GC7 anciennement appelé en anglais NFM4). Nous discutons également d’une expérience inspirante de mise en œuvre d'une subvention autonome pour le renforcement des systèmes de santé dans un pays francophone et, enfin, des difficultés à surmonter pour mieux conjurer les prochaines pandémies.

ABSTRACT This article analyses the first findings of the support from BACKUP Health to the Democratic Republic of the Congo’s Global Fund health system strengthening grant. It shows that long-term support to the Principal Recipient helps to address both technical challenges in grant implementation and coordination, and positively affects the quality of interventions. Most importantly, it supports the country to conceptualize and prioritize the inclusion deep impact health system strengthening interventions in the next GF funding cycle. Those lessons should be shared between the countries and the pilot activities included as routine interventions to make the implementation easier and achieve a greater impact

RÉSUMÉ Le groupe d'examen technique des propositions (CTEP ; ou TRP, technical review panel) vient de publier ses observations sur le cycle de financement 2020-2022. Au cours de cette période, le CTEP a approuvé 195 demandes de financement pour passer à la phase de négociation et d’élaboration de subventions, pour un montant record de 12,618 milliards de dollars. L'article est long mais contient des observations importantes et utiles pour les candidats qui soumettront des demandes de financement au cours du nouveau cycle de financement. Il est clair que les pays sont encore aux prises avec des concepts tels que les communautés, les droits humains et les considérations de genre, l'utilisation de mécanismes de financement innovants et autres.

ABSTRACT The Technical Review Panel has just published its observations on the 2020-2022 funding cycle. In this period the TRP approved 195 funding requests to proceed to grant-making, in the record-breaking amount of $12.618 billion. This is a long article but contains some important and useful observations for applicants who will be submitting funding requests during the new funding cycle. It is clear that countries still grapple with concepts such as communities, human rights and gender considerations, use of innovative financing mechanisms and others.

RÉSUMÉ Le Groupe technique de référence en évaluation a mené des évaluations prospectives dans huit pays durant la période d'allocation 2017-2019. Ces évaluations se sont poursuivies durant une année supplémentaire et ont bénéficié d’une phase d’extension de trois mois. En octobre, un document de position a été présenté au Comité de la stratégie pour l’informer des résultats issus de la phase d’extension de trois mois et des recommandations du TERG, et pour demander la soumission du document au Conseil d’administration à titre informatif.

ABSTRACT The Technical Evaluation Reference Group conducted Prospective Country Evaluations in eight countries for the allocation period 2017- 2019, followed by one additional year and a three-month extension. In October, a position paper was presented to inform the Strategy Committee of the results for the three-month extension period and the TERG’s recommendations, and to request submission of the document to the Board for information.

ABSTRACT An innovative one-off approach for Angola’s very specific situation is the first of its kind for the Global Fund. The Global Fund obtained guidance from the Technical Review Panel before the development of the funding request, based on an allocation for activities for four pre-selected provinces, chosen according to the burden of disease, partner funding landscape and implementation feasibility. This highly customized approach has enabled more targeted dialogue and prioritization at the provincial level and resulted in a funding request for the three diseases and health systems strengthening that responds to the real situation and needs of the priority provinces.
