AIDSPAN AND PARTNERS ENHANCE THE CAPACITY OF THREE SUPREME AUDIT INSTITUTIONS TO AUDIT GLOBAL FUND GRANTS
ABSTRACT
In June 2021, Aidspan and partners organized virtual workshops to improve the capacity of the Supreme Audit Institutions of Ethiopia, Lesotho, and Namibia to audit Global Fund grants. This is the second phase of the project to strengthen the capacity of these institutions in Global Fund grant auditing. The three workshops provided training on how to conduct both financial and programmatic audits.
THE GLOBAL FUND SHOULD LEVERAGE PUBLIC ACCOUNTABILITY INSTITUTIONS IN FRANCOPHONE AFRICA
ABSTRACT
Several institutions within francophone African countries, namely the Court of Accounts, the General Inspectorate of the State, and the Inspectorate of Health, have a mandate to control and audit resources related to health. Currently, none of them is involved with Global Fund grants. This is a missed opportunity as these in-country accountability institutions with their mandate, legal power, knowledge of local context can help improve the grants accountability, sustainability and country ownership.
Supreme Audit Institutions in Africa would welcome an opportunity to start or expand their involvement in auditing Global Fund grants
ABSTRACT
At a roundtable on 24–26 April organized by Aidspan, supreme audit institutions in eight African countries expressed an interest in becoming involved in auditing Global Fund grant ––or, for SAIs that are already auditing Global Fund grants, in expanding their involvement. The roundtable, held in Kigali, Rwanda, was supported by GIZ Back UP Health.

African organization of ‘supreme audit institutions’ and OIG collaborate to improve grant performance and oversight
ABSTRACT
The Global Fund OIG and AFROSAI-E, the umbrella organization of English-speaking ‘supreme audit institutions’ in Africa, are collaborating in order to improve the oversight and performance of Global Fund grants in AFROSAI-E member countries. A new model of collaboration has been piloted in Zambia, with lessons learned since applied in two other country audits.

Implementers of Global Fund grants may not benefit from the services provided by Supreme Audit Institutions in some African countries, according to a study carried out by Aidspan. The research is based on case studies in three countries: Cameroon, Malawi and Rwanda.
