ABSTRACT
The Global Fund has almost completely withdrawn from funding programs in the Russian Federation. This has had an adverse effect on services to people who inject drugs, sex workers, and men who have sex with men. There is some evidence that efforts to empower these communities are meeting with some success. In the absence of a transition plan, discussions continue among NGOs and communities concerning how to do more with less.

An audit conducted by the Office of the Inspector General on the implementation of Global Fund grants in the Philippines has documented numerous systems weaknesses, accounting irregularities and unauthorised expenditures on the part of one principal recipient, the Tropical Diseases Foundation. The Foundation has been removed as PR.
REPORT PROVIDES DATA ON OUTCOMES OF UKRAINE HIV GRANT
ABSTRACT
As of 31 March 2008, the recently completed Round 1 grant had provided prevention services to 214,103 people who inject drugs. This is one of the results described in a report released by the International HIV/AIDS Alliance. The grant exceeded the vast majority of its targets.

An analysis conducted by GFO shows that half of all countries that are eligible to receive Global Fund grants currently provide ARV treatment to less than 25% of those that need it, and/or have at least 25,000 people who need ARV treatment but are not receiving it.
