A study just published in the journal Globalization and Health says that despite the reforms associated with the new funding model, challenges remain in the “inherent structure and paradigm” of the Global Fund. The lack of country offices has many negative downstream effects, the researchers said, including having to rely on in-country partners, and ineffective coordination of in-country activities. Most of the interviews conducted for the study were done in late 2013.

August will be a moment of truth for those countries finalising their concept notes to obtain Global Fund funding for 2015-17 to fight HIV, TB and malaria. As the new funding model (NFM) is put to the test a key question on many people’s minds will be whether it allows countries to create new momentum in the fight against the diseases. However, Médecins Sans Frontières (MSF) is concerned about the risk of missed opportunities from a lack of clarity regarding the NFM, not least in countries where funding allocations greatly contrast with the programmatic ambitions to address people’s needs.

CSOS SUBMIT POSITION PAPER ON NEW FUNDING MODEL
ABSTRACT
[Revised] Twelve civil society organisations, mostly from Eastern Europe and Central Asia, have submitted a joint position paper on the development of a new funding model for the Global Fund. The paper was endorsed by a group of 26 African CSOs, who also called on the Global Fund to revisit its consultations process. Meanwhile, two CSOs are disseminating a questionnaire on the consultations process and the options for the new model.
DON'T COMPROMISE YOUR PRINCIPLES IN THE NEW FUNDING MODEL, GLOBAL FUND TOLD
ABSTRACT
At the International AIDS Conference, protestors disrupted the start of a session on the Global Fund in order to deliver a message that the Fund's new funding model must be demand driven, and must not place caps on requests from countries. The protestors asked some of the panellists to sign a pledge along these lines. Global Fund General Manager Gabriel Jaramillo was one of the signatories.
GLOBAL FUND TO IMPLEMENT NEW FUNDING ARCHITECTURE

The Global Fund Board has decided to implement a new funding architecture in order to simplify processes for grant implementers. The centrepiece is the concept of a "single stream of funding" per PR per disease.
