Fiscal agents reduce financial risks within Global Fund grants but do not build implementer capacity
ABSTRACT
Fiscal agents are part of the Global Fund’s financial risk management in countries with fiduciary risks. Fiscal agents have been successful at reducing financial risks originating from weak financial management of Global Fund grant implementers. However, fiscal agents are not effective in building implementers’ capacity, contrary to their mandate.

ABSTRACT
In a report on its audit of grants to Haiti, the Office of the Inspector General said that the Secretariat and the principal recipient have designed financial assurance and implementation arrangements to ensure efficient and effective use of grant funds. However, the OIG stated, there are inadequacies in the way programs are assessed and in related capacity building. Together with other factors such as delayed signing of sub-recipient contracts, the OIG said, this “may have contributed to low programmatic performance in the first year of grant implementation.”

The Office of the Inspector General has uncovered what it calls “credible and substantial evidence” that two suppliers for programmes supported by Global Fund grants in Georgia worked together to steer contracts to each other, and that they were assisted in this effort by several staff members of the principal recipient. The PR denies the allegations and says that it is arranging for an “independent” audit.
