ABSTRACT
This article examines two challenges that arose during the development of Zimbabwe’s funding request: (1) There was not much room to maneuver with respect to the program interventions that were included in the request; and (2) A group of donors criticized the process for developing the funding request and the outcome.

COVID-19 HAS A NEGATIVE IMPACT ON KEY POPULATIONS IN THE MENA REGION
ABSTRACT
Roy Wakim, a public health specialist, carried out a study on key populations and the effects of COVID-19 in the Middle East and North Africa region. The study was conducted on behalf of the Middle East and North Africa key populations platform, supported by the Global Fund through the Community, Rights, and Gender Strategic Initiative. He answered our questions and shared some insights gained from the study.
A GIZ BACKUP HEALTH-SUPPORTED PROJECT BOOSTED THE INVOLVEMENT OF CIVIL SOCIETY AND KEY POPULATIONS IN IN-COUNTRY DIALOGUE
ABSTRACT
A project supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH enhanced the involvement of civil society and key populations in-country dialogue in Nepal, Pakistan, Papua New Guinea, and Sri Lanka. The project first identified the needs of civil society and key populations to inform the development of targeted approaches. The project also leveraged the capacity of in-country partners to convene consultative forums and capacity strengthening workshops to bring together the various key stakeholders. These approaches contributed to the success of the project.
ONGOING ATTEMPT TO CHANGE KENYA’S NON-STATE PRINCIPAL RECIPIENTS DERAIL FUNDING REQUEST SUBMISSION

On 14 September 2020, the Kenya Coordinating Mechanism agreed to nominate both the Kenya Red Cross Society and the African Medical and Research Foundation as non-state Principal Recipients for the 2021-2024 cycle pending approval of AMREF and the Global Fund. In a letter dated 7 September 2020 to the Kenya Coordinating Mechanism, the Global Fund requested that Kenya resubmits its funding request after it emerged that the selection of the non-state Principal Recipient lacked transparency. The country submitted its funding request to the Global Fund on 31 August 2020, despite reservations from civil society and key populations regarding the selection process.
Three multi-country initiatives were among grants approved by the Global Fund Board
ABSTRACT
Among the grants approved by the Global Fund Board on 21 December 2018 were two multi-country grants in Eastern Europe and Central Asia and one in West and Central Africa. An EECA TB grant was designed to improve early drug-resistant TB case detection and treatment outcomes. Another grant will support a network of supranational TB reference laboratories in the WCA. The third grant targets HIV-related key populations in the EECA.
New report finds improvements in Malawi’s Global Fund program for key and vulnerable populations, credits community engagement
ABSTRACT
A new report from ICASO published on January 8, 2019, highlights improvements in Malawi’s Global Fund program during the 2017-2019 funding cycle. The authors summarize the report’s findings for the GFO. The total funding requested for key and vulnerable populations rose dramatically, and service packages for these groups were defined in greater detail. According to the report, a broad and systematic community engagement process contributed to these positive changes. However, community monitoring initiatives are direly needed to ensure greater accountability during grant implementation.

A new audit of grants to Myanmar by the Office of the Inspector General shows that the country is making good progress in its fight against the three diseases, thanks in part to increased financial commitments from the government and initiatives to extend health care coverage. However, there are increasing concerns about how Myanmar can best plan for sustainability, optimize resources and bridge gaps in service quality.
Pakistan’s funding request to the Global Fund prioritizes TB case notification and treating MDR-TB cases

When it reviewed Pakistan’s recent TB funding request, the Technical Review Panel requested more information on how the needs of key populations such as refugees and people in congregate settings would be addressed. This issue was cleared during grant-making. This article provides a summary of the comments of the TRP and the Grant Approvals Committee on the funding request.
Cameroon’s TB/HIV funding request to the Global Fund focuses on communities and key populations
ABSTRACT
There was a strong focus on communities and key populations in Cameroon’s TB/HIV funding request. The Board approved two HIV grants and one TB grant in January 2018. Cameroon also submitted a malaria funding request, which led to approval of a malaria grant in December 2017. Some key initiatives were relegated to the prioritized above-allocation requests due to a lack of available funding.
