RÉSUMÉ Cet article passe en revue les décisions financières prises par le Conseil d'Administration lors de sa réunion du 16 novembre 2022. Les documents du Conseil d'Administration sont importants mais ne sont pas faciles à lire. Cet article tente d'en fournir un résumé simplifié. Le message clé est que l'allocation finale pour les pays pour la période d'allocation 2023-2025 s'élève à 13,168 milliards de dollars, soit 3,3 % de plus que pour la période 2020-2023. Des temps difficiles nous attendent, mais les comités du Conseil et le Secrétariat ont travaillé dur pour élaborer un plan de travail et des budgets qui maximiseront l'utilisation des ressources disponibles.

RÉSUMÉ La revue à mi-parcours du Fonds mondial indique que l'organisation est en bonne voie pour maximiser l'impact sur les maladies, mais pas pour renforcer les systèmes de santé ou promouvoir les droits humains et l'égalité femmes-hommes. Le rapport formule des recommandations pour la seconde moitié de cette stratégie ainsi que pour la suivante.

RÉSUMÉ Le Venezuela n’était pas admissible au financement du Fonds mondial, parce qu’il était un pays à revenu élevé et à faible charge de morbidité. À titre exceptionnel, le Conseil d’administration du Fonds mondial a versé des ressources pour soutenir la population du Venezuela. Grâce à un investissement modeste et intelligent – en partenariat avec la société civile – le Fonds mondial sauve les vies de plus de 40 000 personnes vivant avec le VIH au Venezuela.

ABSTRACT The Technical Review Panel’s Chair, Dr Patricia Moser, gave a short presentation on the panel’s activities to the Global Fund 43rd Board meeting held virtually in May 2020. She commended the responsiveness and the flexibility of both the Secretariat and the panel members for conducting the reviews remotely. She provided feedback on the quality and content of the funding requests. As the countries that submitted in March were not affected by COVID-19 at that time, it is expected that Windows 2 and 3 will reflect the time pressures and resourcing challenges countries experienced during the COVID-19 health emergency.

ABSTRACT The outgoing Inspector General reflected on his experiences and results at the organization. He highlighted the role of the OIG in helping to improve the quality of risk management processes, controls, and governance in the Global Fund. He also spoke about his biggest challenges, including the lack of “a strong culture of learning and accountability” in the organization.

ABSTRACT The Secretariat plans to strengthen the capacity and the voice of “Resilient and Sustainable Systems for Health” in country dialogues, better integrate RSSH into its processes, differentiate and prioritize RSSH investments depending on the country’s development level, increase collaboration with Gavi, the Vaccine Alliance, and improve RSSH indicators’ measurement. Those are some of the changes the Secretariat presented at the 41st Board meeting, in response to evaluations and an audit of the Global Fund’s investments in RSSH. The Secretariat remained silent on a couple of other issues.
