An evaluation of France’s 5% Initiative says that it “is relevant in the context of specific difficulties linked to the implementation of Global Fund grants in the French-speaking region.” The evaluation also refers to the initiative as “a creative mechanism combining a bilateral approach within a multilateral framework.” At the same time, evaluators called for some improvements in the operations and oversight of the initiative.

ABIDJAN CONSULTATION FOCUSES ON CHALLENGES FACING GLOBAL FUND CCMS
ABSTRACT
On 12-15 September, in Abidjan, Côte d’Ivoire, representatives from 21 country coordinating mechanisms, mostly from West and Central Africa, discussed the challenges they face in ensuring that their CCMs function effectively. This was one of five regional CCM consultations held in August and September. Most of the participants said they were not comfortable with the concept of differentiated models for CCMs proposed by the Global Fund Secretariat.
