OIG investigation in Haiti uncovers collusion and fraud in warehouse contracting
ABSTRACT
A report from the OIG on its investigation of Haiti confirms collusion and fraud on the part of the Principal Recipient for grants across all three diseases, Population Services International, through its local affiliate, the Organisation Haitienne de Marketing Social pour la santé. The wrongdoing, related to fraudulent procurement in the process of contracting a warehouse for bednets, involved $216,870 in non-compliant expenditures, about half of which the OIG recommends be recovered from the Principal Recipient. The OIG reviewed other expenditures by the local affiliate, which did not warrant further investigation.
OIG investigation in Democratic Republic of Congo finds tender manipulation and overpricing in malaria grant
ABSTRACT
The Office of the Inspector General has found that between 2015 and 2017, the Global Fund’s malaria grant in the DRC was subject to “systemic manipulation of procurement and supply-chain related expenses” through collusion and deliberate schemes to overprice, designed by senior managers appointed by Population Services International, the Principal Recipient. The cumulative losses of more $7,386,066 have since been repaid to the Global Fund in full.
Second OIG audit in Madagascar reveals that program management, supply chain and financial systems need improvement

In its second audit of Global Fund grants to Madagascar, the Office of the Inspector General presented a mixed opinion on the performance of the country’s portfolio. While Madagascar has made good progress against the three diseases, the OIG said, the country still faces serious challenges within program management and supervision, and further improvements are needed in supply chain and financial systems and controls.

ABSTRACT
Acknowledging that there are implementation challenges associated with a Mali malaria grant that it recently recommended for approval, the Grant Approvals Committee said that it welcomed the Secretariat’s plans “to identify bottlenecks, and holistically review and harmonize the controls in place with the aim of balancing risk mitigation and effective grant implementation.” The concern about balancing risk mitigation and grant implementation has been raised before in other grants.
