GLOBAL FUND’S PROCESS OF RECOVERING NON-COMPLIANT EXPENDITURES IS 'PARTIALLY EFFECTIVE', OIG SAYS
ABSTRACT An audit by the Office of the Inspector General of the Global Fund’s recovery management processes acknowledged the Secretariat’s progress in strengthening the process of recovering amounts relating to non-compliant expenditures in Global Fund grants. However, the OIG still found gaps in the processes, such as significant delays by the Country Teams in notifying Principal Recipients of the recoverable amounts, and failure to initiate the recovery process on all non-compliant expenditures. The OIG attributed these gaps in part to the Global Fund Country Teams’ non-adherence with policies and procedures related to the recoveries process.
