“Strategic technical assistance for grant excellence (STAGE)” is the title of the new technical assistance approach recently presented by GIZ Program BACKUP Health during a workshop in Senegal. Through this new support methodology, Global Fund grant implementers will now have the opportunity to address issues faced within their grants in a sustainable way as well as structural and systemic issues.

An evaluation of France’s 5% Initiative says that it “is relevant in the context of specific difficulties linked to the implementation of Global Fund grants in the French-speaking region.” The evaluation also refers to the initiative as “a creative mechanism combining a bilateral approach within a multilateral framework.” At the same time, evaluators called for some improvements in the operations and oversight of the initiative.
Strong role for private sector in Global Fund's TB grants to India

India, the second most populated country in the world, and soon to become the largest, contributes 27% of the world’s TB burden. It plans to end TB by 2025. This article summarizes the comments from the Technical Review Panel and the Grants Approvals Committee on India’s TB funding request. In January, the Board approved four TB grants and one TB/HIV grant to India.
ABIDJAN CONSULTATION FOCUSES ON CHALLENGES FACING GLOBAL FUND CCMS

On 12-15 September, in Abidjan, Côte d’Ivoire, representatives from 21 country coordinating mechanisms, mostly from West and Central Africa, discussed the challenges they face in ensuring that their CCMs function effectively. This was one of five regional CCM consultations held in August and September. Most of the participants said they were not comfortable with the concept of differentiated models for CCMs proposed by the Global Fund Secretariat.

[By Gemma Oberth] This year, I wrote three Global Fund funding requests for African HIV and TB programs. Being that immersed in country-level processes evokes all kinds of thoughts and reflections. In this commentary, I share my views on the different proposal development processes, the value-added of technical assistance, the role of the Global Fund country teams and changes to the application materials. I also suggest that there is a dire need for user-friendly tools to assist countries with optimizing their budget allocations.
