How many times do we have to raise the issue of good governance?
Abstract: This is the pre-Board edition of the Global Fund Observer, in which we cover issues of particular relevance to stakeholders (lack of transparency, Challenging Operating Environments and the Additional Safeguards Policy - how well are they working? and the Global Fund's 2022 performance). Other topics include fraudulent practices with long-lasting insecticidal treated nets in Guinea, an update on resource mobilisation and the worrying state of HIV in Eastern Europe and Central Asia region.

Une évaluation récente de la Politique relative aux contextes d’intervention difficiles du Fonds Mondial a salué plusieurs aspects de l'opérationnalisation de ladite Politique. Toutefois, des améliorations sont possibles. Sur les huit recommandations de l'évaluation, le Secrétariat du Fonds mondial est en grande partie ou entièrement d'accord avec quatre d'entre elles.

THE SOUTH SUDAN MALARIA GRANT IMPLEMENTATION IS YET TO START SEVERAL MONTHS INTO THIS GLOBAL FUND PROGRAM CYCLE
ABSTRACT
The South Sudan malaria grant approved in 2020 and due to start in January of this year is still waiting for the choice of a new Principal Recipient to be confirmed. In the meantime, the malaria program is operating under a no-cost extension up to June 2021. The country’s Global Fund grants have been subjected to the Additional Safeguard Policy for several grant cycles, as well as the country being designated as having a Challenging Operating Environment.

THE GLOBAL FUND REFLECTS ON ITS PROGRESS THUS FAR, ASSESSES THE IMPACT OF COVID-19 AND INVOKES THE ADDITIONAL SAFEGUARD POLICY ON PAKISTAN
ABSTRACT
Several developments relating to the Global Fund and COVID-19 have been published. The Global Fund released its Results Report for 2020 and reflected on the progress made in the fight against the three diseases while recent surveys by the Global Fund and the World Health Organization further reveal the disruptive effects COVID-19 continues to have on HIV, tuberculosis, malaria, and on other essential health services. Due to concerns about the effectiveness of HIV and tuberculosis interventions, and the related implementation arrangements in Pakistan, the Global Fund has recently invoked the Additional Safeguard Policy.

In recent years, the Global Fund has implemented additional measures to manage grants in 47 high-risk countries. A recent audit by the Office of the Inspector General has found that these measures need significant improvement.
