Global Fund releases report on the 2017 OIG advisory review on governance
ABSTRACT
A report on an advisory review on governance completed by the Office of the Inspector General in 2017 has now been released. Publication of the report was delayed while the Board completed a Governance Action Plan responding to the findings of the advisory review. The action plan was published in May 2018. This article reports on the OIG’s findings, with a particular focus on governance oversight.
SECRETARIAT TO ROLL OUT NEW ORIENTATION PROGRAM FOR CCMS
ABSTRACT
The CCM Hub at the Global Fund Secretariat has developed a standard orientation package for CCM members. The purpose is to improve CCM performance by providing members with the knowledge and skills they need to effectively carry out their roles and responsibilities. The orientation package will be rolled out to CCMs in a phased approach, starting in April 2017.

THE CHALLENGES OF CCM REFORM IN THE DRC
ABSTRACT
A reform of the country coordinating mechanism is taking place in the Democratic Republic of Congo to comply with Global Fund requirements. Among the main achievements of this reform: the size of the CCM was reduced by half, conflict of interest regulations were written, and a system of rotation of members was put in place to prevent them from staying too long in their positions.
AN EVER-GREATER NUMBER OF WATCHDOGS ARE BECOMING GLOBAL FUND RECIPIENTS

During an Aidspan regional roundtable held in early August, watchdogs representing more than 30 organizations spoke candidly about their struggles in securing funding – making their engagement in the Global Fund system a lifeline for their futures. How to manage conflicts of interest now that there is that engagement, however, remains relatively unclear.
REPORT REVEALS THAT SEVEN CCM APPLICATIONS WERE DECLARED INELIGIBLE DURING ROUND 9 PROPOSAL SCREENING
ABSTRACT
In a significant change from earlier rounds, a considerable number of Round 9 applications from CCMs were deemed ineligible by the Global Fund's Screening Review Panel, and thus were never even sent to the TRP for consideration, because some of the Fund's "six CCM minimum requirements" had not been followed. In addition, the panel recommended that CCM conflict of interest policies be extended to apply to all CCM members.
