The Technical Review Panel notes some improvements in Global Fund funding requests
ABSTRACT
The Technical Review Panel has just published its observations on the 2020-2022 funding cycle. In this period the TRP approved 195 funding requests to proceed to grant-making, in the record-breaking amount of $12.618 billion. This is a long article but contains some important and useful observations for applicants who will be submitting funding requests during the new funding cycle. It is clear that countries still grapple with concepts such as communities, human rights and gender considerations, use of innovative financing mechanisms and others.
The Technical Review Panel updated the Board on its 2021 activities and plans for 2022 during the 46th Board Meeting
ABSTRACT
During the recent 46th Global Fund Board Meeting held on 8 to 10 November 2021, the Technical Review Panel updated the Board on its work in 2021 and plans for 2022. TRP reported that it had reviewed and recommended 98% of the allocated funds for the 2020-2022 cycle for funding. It also reported the findings of its assessment of its performance in 2020, its advisory on Global Fund investments in health systems, and a Secretariat-commissioned Advisory by the Office of the Inspector General on its mandate and functioning.

Le TRP et le Groupe Technique de Référence en Evaluation (TERG en anglais) ont synthétisé les différentes analyses produites au cours des 2 dernières années dans deux documents récemment dévoilés. Ils identifient de nombreuses difficultés qui ont limité la mise en œuvre d'activités et l'atteinte de l'impact recherché et émettent des recommandations pour la nouvelle stratégie, les prochains outils du NFM4 et pour la mesure de l'impact.
THE GLOBAL FUND ADOPTS A NEW TARGETED FUNDING APPROACH IN ANGOLA FOR THE 2021-2024 ALLOCATION PERIOD
ABSTRACT
An innovative one-off approach for Angola’s very specific situation is the first of its kind for the Global Fund. The Global Fund obtained guidance from the Technical Review Panel before the development of the funding request, based on an allocation for activities for four pre-selected provinces, chosen according to the burden of disease, partner funding landscape and implementation feasibility. This highly customized approach has enabled more targeted dialogue and prioritization at the provincial level and resulted in a funding request for the three diseases and health systems strengthening that responds to the real situation and needs of the priority provinces.

ABSTRACT
The Global Fund’s Technical Review Panel has presented a summary of lessons learned to the Board. This is based on a review of 120 funding requests submitted for Windows 1 and 2 of the 2020–2020 allocation cycle. The funding requests represent nearly 80% of the allocated amount for the funding cycle.

Les pays qui se sont vu rejeter leur demande de financement par le TRP sont soumis à des exigences importantes et multiples : répondre aux questions parfois très complexes du Fonds mondial sur leur demande initiale, remettre à plat la demande pour en écrire une nouvelle, et produire des documents additionnels demandés par le TRP pour accompagner la nouvelle soumission. TRIPLE PUNISHMENT FOR COUNTRIES SUBJECTED TO ITERATION
ABSTRACT
Countries whose applications for funding have been rejected by the Technical Review Panel are subjected to a number of significant and additional requirements. They are required to respond to questions that could be quite complex regarding their initial application, rewrite and resubmit the application, and produce additional documents to support the new submission in a short time. This short timeframe is due to the requirement that grants are to be signed before 31 December 2020.
THE GLOBAL FUND TECHNICAL REVIEW PANEL PRAISES INNOVATIVE FUNDING REQUESTS AND WORRIES ABOUT IMPACT OF COVID-19
ABSTRACT
The Technical Review Panel’s Chair, Dr Patricia Moser, gave a short presentation on the panel’s activities to the Global Fund 43rd Board meeting held virtually in May 2020. She commended the responsiveness and the flexibility of both the Secretariat and the panel members for conducting the reviews remotely. She provided feedback on the quality and content of the funding requests. As the countries that submitted in March were not affected by COVID-19 at that time, it is expected that Windows 2 and 3 will reflect the time pressures and resourcing challenges countries experienced during the COVID-19 health emergency.
