ABSTRACT
The allocation letters for each country with a summary of the country’s disease split are due to be sent out shortly. However, it is possible they may be further delayed as the Global Fund works furiously to reflect the revised allocation split based on the additional pledges that were made while the Board was in session during the third week in November. Should the Window 1 deadline therefore be delayed commensurately?
GLOBAL FUND GRANTS’ CO-FINANCING USED MORE TO BUY COMMODITIES THAN TO STRENGTHEN HEALTH SYSTEMS, IN PRACTICE
ABSTRACT
The Global Fund’s policy on sustainability, transition, and co-financing allows countries to spend part or all of their co-financing on strengthening their systems for health. A sample of Global Fund allocation letters for the 2020-2022 cycle reveals that countries and the Secretariat prefer to spend co-financing funds to purchase health commodities.

RÉSUMÉ
Le 15 décembre 2016, le Secrétariat du Fonds mondial a notifié tous les pays de leurs montants d'allocation pour le cycle de subvention pour 2017/2019. Les lettres d'allocation permettent de déterminer quels pays sont admissibles à un financement supplémentaire en plus des allocations de leur pays, par le biais d'investissements à effet catalyseur appelés « fonds de contrepartie ». Aidspan a recueilli des lettres d'attribution de 25 pays afin de créer une plus grande transparence autour de ces priorités d'investissement à effet catalyseur.
ALLOCATION LETTERS SHED FURTHER LIGHT ON CATALYTIC INVESTMENT PRIORITIES
ABSTRACT
On 15 December 2016, the Global Fund Secretariat notified all countries of their allocation amounts for the 2017-2019 grant cycle. The allocation letters shed light on which countries are eligible to access additional funding on top of their country allocations, through catalytic investments called “matching funds”. Aidspan has collected allocation letters from 25 countries to create greater transparency around these catalytic investment priorities.
