Global Fund’s new HIV and TB multicountry grants in Eastern Europe and Central Asia begin implementation
ABSTRACT
Two multicountry Global Fund grants in Eastern Europe and Central Asia, for TB and HIV, were approved in December 2018 by the Global Fund Board, for a total of $18 million. Implementation began on 1 January 2019, but there is lingering concern among applicants regarding the effectiveness of the competitive approach prescribed by the Global Fund for the application process. A member of one of the applicant organizations, the Eurasian Harm Reduction Association, reports on some applicants' concerns.

The Ministry of Finance’s recent rejection of a $1.2 billion funding request from the Ministry of Health to implement the National AIDS Strategy raises questions about the ability and willingness of the Russian Federation to manage its HIV epidemic. Neither the government nor civil society organizations have taken up the services previously supported by the Global Fund.

Seven months after it was approached, the Global Fund rejected a plea for help from the Venezuelan Network of Positive People. The Fund now says that it is seeking to provide some assistance via other agencies. This is a story that is still unfolding.

The Global Fund has almost completely withdrawn from funding programs in the Russian Federation. This has had an adverse effect on services to people who inject drugs, sex workers, and men who have sex with men. There is some evidence that efforts to empower these communities are meeting with some success. In the absence of a transition plan, discussions continue among NGOs and communities concerning how to do more with less.

RUSSIA ANNOUNCES MAJOR PLEDGE TO GLOBAL FUND
ABSTRACT
Russia has announced a pledge of $270 million through 2010, sufficient to reimburse the cost of all Global Fund projects in Russia to date. This will be, by far, the largest pledge to the Global Fund from a country that also receives grants from the Fund.08
