GLOBAL FUND GRANTS IN TOGO: ACHIEVEMENTS GOING UNNOTICED
This article looks at the various grants received and managed by Togo in the context of its response to the three major diseases (HIV, tuberculosis and malaria). Togo is performing well in terms of grant management. The Principal Recipient changed in 2009 from the Ministry of Health to the Prime Minister's Office, which is now the sole Principal Recipient. However, despite successes in grant management, Togo’s Project Management Unit in Togo has faced various challenges at both strategic and operational levels.

ABSTRACT
The Global Fund has delivered solid performance on 10 of the 15 key performance indicators due for reporting. The final KPI data for 2016, which were reported to the Board at its meeting in Kigali, Rwanda, also show that the Fund has not met four of its targets and is at risk of not meeting one more.

An assessment conducted by the Multilateral Organisation Performance Assessment Network, a group of 18 donor countries, concluded that the Global Fund provides strong leadership and “fully meets the requirements of an effective multilateral organization.” The assessment also identified areas requiring improvements.

The Global Fund is working towards removing salary top-ups paid as incentives to workers who help implement its programs, but in some countries this has been more challenging than expected. The organisation wants the payments stopped as one way of getting national governments to take full ownership of their health systems. Finding a way of removing these payments without affecting programs implementation has not been easy.
