ABSTRACT This article summaries the Office of the Inspector General’s OIG Audit Report on the Global Fund’s procurement and supply chain management in the period 2019-2020 and includes the effects of the COVID-19 pandemic. The report covers a complex subject with clarity and shows that there is much to do to improve procurement and supply management and reporting.

ABSTRACT Procurement via the pooled procurement mechanism and Wambo.org reduces the purchasing capacity of national agencies and deprives them of resources necessary for their survival and activities. Those agencies then inflate the prices of commodities that are not subsidized, which raises equity questions for those requiring treatment for other diseases.

RÉSUMÉ Les subventions allouées par le Fonds mondial financent des volumes extrêmement importants de produits de santé nécessaires à la lutte contre les 3 pandémies. Mais en choisissant d’inviter les pays à passer par le mécanisme d’achats groupés et en abaissant les coûts logistiques des centrales d‘achats, il contribue à affaiblir les mécanismes nationaux d’approvisionnement. Au point de créer des situations inéquitables dans l’accès financiers aux médicaments.

ABSTRACT The Global Fund has approved the Secretariat’s request to use wambo.org for non-Global Fund financed procurement of products required to deal with COVID-19. Additionally, these transactions are exempted from the $50 million cap agreed upon in the wambo.org pilot on non-Global Fund financed transactions.

ABSTRACT The Global Fund held its 42nd Board Meeting on 14-15 November at the Global Health Campus in Geneva. This article gives an overview of the main decisions made by the Global Fund Board at this meeting, including those taken through electronic voting prior to the meeting, and summarizes discussions on two other topics that featured during the Board ‘pre-day’.

ABSTRACT The Global Fund held its 41st Board Meeting on 15-16 May at the Global Health Campus in Geneva. This article summarizes the main decisions made by the Global Fund Board at this meeting, one withdrawn decision point, recent decisions taken through electronic voting prior to the meeting, and a few of the many other topics discussed during the two-day meeting and the ‘Pre-Day’ sessions.

RÉSUMÉ Cet article résume le rapport d'audit du Bureau de l'Inspecteur général sur la gestion des achats et de la chaîne d'approvisionnement du Fonds mondial pour la période 2019-2020 et inclut les effets de la pandémie de COVID-19. Le rapport couvre un sujet complexe avec clarté et montre qu'il y a beaucoup à faire pour améliorer la gestion des achats et des approvisionnements et le rapportage.
