THE SOUTH SUDAN MALARIA GRANT IMPLEMENTATION IS YET TO START SEVERAL MONTHS INTO THIS GLOBAL FUND PROGRAM CYCLE
ABSTRACT
The South Sudan malaria grant approved in 2020 and due to start in January of this year is still waiting for the choice of a new Principal Recipient to be confirmed. In the meantime, the malaria program is operating under a no-cost extension up to June 2021. The country’s Global Fund grants have been subjected to the Additional Safeguard Policy for several grant cycles, as well as the country being designated as having a Challenging Operating Environment.
COUNTRIES SHOULD BE ABLE TO EXIT FROM THE GLOBAL FUND ADDITIONAL SAFEGUARD POLICY
ABSTRACT
In addition to publishing the principles and application of the Additional Safeguard Policy, the Global Fund needs to publish its performance indicators including the required capacity building, exit strategy, and the time period within which those goals should be achieved. The Secretariat and the country need to agree on the requirements that would make the withdrawal of the Additional Safeguard Policy possible, as well the measures that would prevent a recurrence of infringements.
THE GLOBAL FUND REFLECTS ON ITS PROGRESS THUS FAR, ASSESSES THE IMPACT OF COVID-19 AND INVOKES THE ADDITIONAL SAFEGUARD POLICY ON PAKISTAN
ABSTRACT
Several developments relating to the Global Fund and COVID-19 have been published. The Global Fund released its Results Report for 2020 and reflected on the progress made in the fight against the three diseases while recent surveys by the Global Fund and the World Health Organization further reveal the disruptive effects COVID-19 continues to have on HIV, tuberculosis, malaria, and on other essential health services. Due to concerns about the effectiveness of HIV and tuberculosis interventions, and the related implementation arrangements in Pakistan, the Global Fund has recently invoked the Additional Safeguard Policy.
NIGERIAN CIVIL SOCIETY ORGANIZATIONS WANT THE COUNTRY TO EXIT THE GLOBAL FUND ADDITIONAL SAFEGUARD POLICY

The Additional Safeguard Policy has been in place in Nigeria since 2016. The country has met the criteria for the ASP to be revoked. It is important that the country exits this policy.

Following an audit of Global Fund grants in the Chad, the Office of the Inspector General has determined that measures put in place under the Fund’s Additional Safeguard Policy have helped “to reduce, but not sufficiently mitigate, significant financial and programmatic risks.” Although Chad has received extra flexibility and capacity building in light of its classification as a challenging operating environment, significant weaknesses remain, the OIG said. The OIG and the Secretariat have agreed on four management actions to be implemented by the end of this year.
Global Fund Board approves an HIV grant for Guinea with the Ministry of Public Health as a new PR
ABSTRACT
Global Fund grants to Guinea, which are managed under the Additional Safeguard Policy, face numerous challenges. The Global Fund Board has approved an HIV grant with a new principal recipient, the Ministry of Health. The grant complements a TB/HIV grant approved in December 2017.
