OIG PUBLISHES NEWS UPDATES ABOUT LIBERIA AND TANZANIA INVESTIGATIONS
ABSTRACT
The Office of the Inspector General, in following up issues identified in two country audits of Liberia and Tanzania performed in 2019 and 2017 respectively, has issued statements describing the results of the follow-up investigations instead of full investigation reports. The OIG published statements instead of full investigation reports due to “weaknesses of data management in supply chain operations” and missing records in the case of Tanzania, while in Liberia, the OIG’s preliminary assessment identified poor record keeping, and not systemic diversion, as the source of the stock reconciliation differences identified during the country audit.

In the first country audit by the Office of the Inspector General of Global Fund grants in Liberia, while acknowledging the challenges imposed on the country by long periods of civil war and the 2014-2016 Ebola epidemic, the OIG points out some critical issues needing improvement, including sub-recipient oversight, financial management and tracking of grant assets, weak supply chain structures, and gaps in linkages to HIV and TB services.
SIX AFRICAN COUNTRIES CLASSIFIED AS CHALLENGING OPERATING ENVIRONMENTS CRAFT TAILORED FUNDING REQUESTS TO THE GLOBAL FUND
ABSTRACT
Aidspan has obtained draft HIV and TB funding requests from six African countries classified by the Global Fund as challenging operating environments (Eritrea, Liberia, Guinea, Central African Republic, South Sudan and Somalia). Civil wars, famines and post-Ebola realities require flexible approaches in these countries. A number of innovative and adaptive interventions are prioritized to respond to the diseases in such difficult circumstances.

GLOBAL FUND PLEDGES SWIFT RESPONSE TO ANY EBOLA-RELATED REQUESTS FROM LIBERIA, SIERRA LEONE OR GUINEA
ABSTRACT
The Global Fund will respond to requests from Liberia, Sierra Leone and Guinea to be more flexible in reprogramming grants should this be needed to support the continued response to the Ebola epidemic. The countries may ask for a greater investment in health systems strengthening, as poor infrastructure, a shortage of trained health workers and weak systems are driving the spread of the outbreak.
