The establishment of program management units have increased in recent years, particularly in the West and central African region. How do these units, which seem most appropriate for managing grants from international donors, function? What has been learned in terms of governance, effectiveness of funding management, and sustainability of these units, which sometimes find it difficult to adapt to the institutional landscape?
OIG audit of Global Fund grants to Myanmar reveals gaps in service delivery and supply chain management despite good results in other areas
ABSTRACT
A new audit of grants to Myanmar by the Office of the Inspector General shows that the country is making good progress in its fight against the three diseases, thanks in part to increased financial commitments from the government and initiatives to extend health care coverage. However, there are increasing concerns about how Myanmar can best plan for sustainability, optimize resources and bridge gaps in service quality.
Ukraine starts transition away from Global Fund support without a detailed transition plan, OIG says

In its audit of Global Fund grants to Ukraine, the Office of the Inspector General handed the country a mixed report card. It said that implementation arrangements, as well as procurement and supply chain management, were “partially effective,” the second highest ranking in the OIG’s rating scheme. However, it added, the effectiveness of program processes and controls needs significant improvement. The OIG also observed that Ukraine is scheduled to start transferring responsibility for key programs from NGOs to the government in the absence of a detailed transition plan.

An audit of Global Fund grants to Bangladesh rated them as “partially effective,” the second highest rating in the OIG’s four-tier rating scheme. The Office of the Inspector General said that Bangladesh has made significant progress in the fight against the three diseases, but that problems remain. The audit identified significant program and financial management weaknesses in the national TB program.
