ABSTRACT
When the Office of the Inspector General published a report on its audit of grant management in high-risk environments in January of this year, we reported on the audit findings and we undertook to provide information in a separate article on five agreed management actions that the Secretariat committed to implement to address the findings. This article contains details on the AMAs.

An audit conducted by the Office of the Inspector General has concluded that major improvements are needed in the management and implementation of Global Fund grants in India. The audit covered 10 grants between 2008 and 2012.

THE GLOBAL FUND REFLECTS ON ITS PROGRESS THUS FAR, ASSESSES THE IMPACT OF COVID-19 AND INVOKES THE ADDITIONAL SAFEGUARD POLICY ON PAKISTAN
ABSTRACT
Several developments relating to the Global Fund and COVID-19 have been published. The Global Fund released its Results Report for 2020 and reflected on the progress made in the fight against the three diseases while recent surveys by the Global Fund and the World Health Organization further reveal the disruptive effects COVID-19 continues to have on HIV, tuberculosis, malaria, and on other essential health services. Due to concerns about the effectiveness of HIV and tuberculosis interventions, and the related implementation arrangements in Pakistan, the Global Fund has recently invoked the Additional Safeguard Policy.

CONTRACTS WITH SR RESUME AS CAMBODIA’S DISPUTE WITH THE GLOBAL FUND ENDS
ABSTRACT
A dispute over how travel costs should be accounted for, which delayed the implementation of portions of two malaria grants to Cambodia by several months, has been resolved. The delays occurred against a backdrop of an increase in malaria cases in Cambodia following several years of decline, and renewed concerns about resistance to piperaquine, one of the drugs used in combination therapy to treat malaria cases.
IMPROVEMENTS IN CONTROLS NEEDED TO ENSURE MONITORING OF GLOBAL FUND GRANTS IS EFFECTIVE, OIG SAYS
ABSTRACT
Although in the past several years, the Global Fund has made significant improvements in how it manages its portfolio of grants, further controls are required to ensure that grant monitoring is effective and sustainable. This is the conclusion of an audit conducted by the Office of the Inspector General. The audit coincided with the introduction by the Secretariat of a new grant operating system.
A MAJOR CONTRIBUTOR OF GLOBAL FUND–RELATED TA, GMS WILL CLOSE ITS DOORS IN SEPTEMBER
ABSTRACT
Grant Management Solutions, a project of USAID and a major contributor of Global Fund–related TA, will cease its operations in September. Funding for the GMS project comes from the 5% that the U.S. withholds from its contribution to the Global Fund. There is no word yet on whether USAID will announce a successor project to GMS.
GIZ EXTENDS DEADLINE FOR APPLICATIONS FOR TECHNICAL ASSISTANCE IN ITS MAIN PROGRAM AREAS

GIZ has extended to 31 December 2015 the deadline for applications for technical assistance in its three main program areas: country coordinating mechanisms, health systems strengthening, and grant management.
OPERATING BUDGET AND WORKPLAN FOR 2016 APPROVED
ABSTRACT
The Global Fund has approved an operating budget of $305 million for 2016, up slightly from projected expenditures in 2015. The Board also approved a corporate work plan and budget narrative.
