Global Fund multi-country program in East Africa spearheads trip to China to learn about harm reduction technologies
ABSTRACT
A delegation of East Africans visited harm reduction facilities in China to learn about their approach take-home methadone for people who use drugs, for possible application at home. The exchange was organized via the Global Fund’s multi-country harm reduction grant in East Africa, which is coming to an end this year.

For nearly a decade, China was one of the largest recipients of grants from the Global Fund for its fight against AIDS, TB and malaria. From 2003-2012, more than $805 million was disbursed to support 15 grants, nearly half of which (46%) contributed to prevention, diagnosis and treatment campaigns for TB across the country.

Wan Yanhai, Director of the Beijing Aizhixing Institute, said that disbursements for China's HIV grant should be frozen for several reasons, including that the Chinese government has failed to create a favourable political and policy environment for social organisations involved in AIDS projects; and that the government has not been transparent about how grant funds have been spent.

The Global Fund Board yesterday concluded a two-day meeting in Kunming, China. Topics dealt with included Round 7 grant approvals, financial support for CCMs, eligibility of upper-middle income countries, health system strengthening, glitches with the new Rolling Continuation Channel, representation of affected populations in CCMs, and gender issues.
