ABSTRACT Six of the seven civil society members of the Moldova country coordinating mechanism have appealed to the Global Fund Secretariat to intervene in a decision of the CCM on budget allocations and implementation arrangements for an HIV funding request that Moldova submitted in March 2017. The Secretariat has declined to intervene. Moldova is trying to cope with a 43% reduction in its allocation.

ABSTRACT Two multicountry Global Fund grants in Eastern Europe and Central Asia, for TB and HIV, were approved in December 2018 by the Global Fund Board, for a total of $18 million. Implementation began on 1 January 2019, but there is lingering concern among applicants regarding the effectiveness of the competitive approach prescribed by the Global Fund for the application process. A member of one of the applicant organizations, the Eurasian Harm Reduction Association, reports on some applicants' concerns.

ABSTRACT In developing its new national strategic plan for HIV/AIDS, Moldova is preparing for a transition away from Global Fund support to prevention, treatment and care interventions.

ABSTRACT History will be made shortly as the first two grants under the full NFM roll-out are signed. Both grants are from a Moldova HIV concept note. In a separate development, the Fund’s newly established Emergency Fund has received an application to provide HIV and TB services to Syrian refugees in Jordan and Lebanon.
