The diagnostic review for Gambia grants identified good practices among the six PRs but said there were some weaknesses in grant administration. The Office of the Inspector General also identified weaknesses in oversight by the country coordinating mechanism and the local fund agent.

Global Fund grants where the Principal Recipient is not a government entity are somewhat more likely to perform well, according to a recent statistical analysis published in The Lancet. Other factors that appear to enhance the chances of success include that the grant is relatively small, the grant focuses on HIV or TB rather than malaria, and the LFA is a company other than KPMG.
GLOBAL FUND TO REVIEW WORK OF LOCAL FUND AGENTS

The Global Fund is about to commission a major study of the effectiveness of Local Fund Agents, prior to issuing new LFA contracts next year. In a "360-degree Stakeholder Assessment" conducted earlier this year, the aspect of the Fund's operations that received the lowest rating was the work performed by LFAs.
Partnership Forum Generates Recommendations on Global Fund Strategic Issues

Over 400 people from 118 countries attended the Global Fund's second Partnership Forum this week in Durban, South Africa. Some of the most significant recommendations to emerge called for the possible use of programme-based rather than Round-based funding; making technical assistance more efficient; re-thinking the role of Local Fund Agents; and fixing procurement and supply management bottlenecks.
GLOBAL FUND GRANTS ARE THREE MONTHS BEHIND SCHEDULE, ON AVERAGE
ABSTRACT
Global Fund grants are, on average, three months behind schedule. According to a detailed Aidspan analysis, the best performing grants, on average, are (a) those to countries in Eastern Europe and Central Asia; (b) those for which an NGO is the Principal Recipient; and (c) those for which the Swiss Tropical Institute is the Local Fund Agent.
OM FUND LISTS SOME NEW DEVELOPMENTS
ABSTRACT
The Fund is about to publish an Executive Dashboard monitoring its own performance. The Fund has studied the effectiveness of LFAs. In some countries, "the CCM model is an idea somewhat ahead of its time and has not worked as well as hoped." The Fund has developed a simple CCM checklist which will serve as a basis for regular sample audits.
