Parameters for the qualitative adjustments for 2023-2025 allocations
By:Aidspan 4 NEWS AND COMMENTARYJun 29th 2022 ABSTRACT In July the Global Fund’s Strategy Committee will meet to agree what the Secretariat calls the “transparent and accountable process for qualitative adjustments”. Qualitative adjustments are refinements to formula-derived allocations to account for epidemiological, programmatic and other factors insufficiently addressed through the allocation formula, to maximize the impact of Global Fund resources in line with its Strategy. Given the ambitions of that Strategy, there is tremendous pressure on the Allocation Methodology to ‘get it right’ and the qualitative adjustments are an important part of this. Will the controversies aired by Board constituencies at the SC meeting that agreed the 2020-2022 process be repeated this time round?
