Abstract: This is the pre-Board edition of the Global Fund Observer, in which we cover issues of particular relevance to stakeholders (lack of transparency, Challenging Operating Environments and the Additional Safeguards Policy - how well are they working? and the Global Fund's 2022 performance). Other topics include fraudulent practices with long-lasting insecticidal treated nets in Guinea, an update on resource mobilisation and the worrying state of HIV in Eastern Europe and Central Asia region.
Time to take stock of the Global Fund’s Challenging Operating Environment Policy
ABSTRACT
Countries classified as having a challenging operating environment met in Lomé on 22 and 23 June to review the Global Fund's Challenging Operating Environment policy and discuss its operationalization in African countries. Numerous topics for discussion were identified by participants, and the conclusions of this meeting should enable country stakeholders to better understand this policy, identify its limitations in order to recommend changes, and draw up roadmaps to move them beyond additional safeguards.

In the third of a three-part series, we look at some of the problems that delegations from the African constituencies to the Board have identified at the level of the Global Fund Secretariat with respect to poor grant absorption. The problems relate to conditions precedent and management actions, as well as policies on fixed vs. variable payments and country categorization.

ABSTRACT
Aidspan has obtained draft HIV and TB funding requests from six African countries classified by the Global Fund as challenging operating environments (Eritrea, Liberia, Guinea, Central African Republic, South Sudan and Somalia). Civil wars, famines and post-Ebola realities require flexible approaches in these countries. A number of innovative and adaptive interventions are prioritized to respond to the diseases in such difficult circumstances.
