RÉSUMÉ Cet article est le deuxième de la série qui examine et analyse le Manuel des politiques opérationnelles du Fonds mondial. Il constate que le premier article a déjà porté ses fruits avant de décrire les différentes approches de demande de financement et d'examen, puis les processus que les candidats doivent suivre pour élaborer et soumettre leurs demandes de financement. Une observation importante est que, puisque cette section du Manuel des politiques opérationnelles porte sur la manière dont les candidats doivent élaborer les demandes de financement, il est surprenant qu'il n'y ait aucune référence au Guide du candidat.

Cet article - et les suivants - ne seront peut-être pas d'une lecture facile car, à moins d'être déjà familier avecle Manuel des politiques opérationnelles, une grande partie de celui-ci est difficile à comprendre et n'intéresse qu'un public limité. Cependant, il fournit quelques idées et suggestions qui, nous l'espérons, informeront les observateurs et contribueront à améliorer les futures versions du Manuel des politiques opérationnelles. Les détracteurs du Fonds mondial seront peut-être plus compréhensifs lorsqu'ils verront ce à quoi le personnel du Secrétariat doit faire face.

ABSTRACT This article is the first of a series that will review and analyse Global Fund policy and procedural manuals which will be used during implementation of the new Global Fund strategy. We kick off the process with the Operational Policy Manual. This article – and subsequent ones – may not be an easy read because, unless you are already familiar with the OPM, much of it is difficult to understand and of interest to a limited audience. However, it does provide some insights and suggestions which we hope will inform observers and contribute to improving future versions of the OPM. Global Fund critics may be more sympathetic when they see what Secretariat staff have to contend with.
