ABSTRACT
The Board has approved $316 million in new funding for Nigeria’s HIV and TB programs to implemented by four PRs. Nigeria’s size and disease burden, and the need to maintain and scale up essential services, outweighed serious concerns about operational and systems weaknesses and risks. However, the funding comes with a number of conditions attached. Further, the Secretariat is adopting a differentiated approach to grant management in Nigeria, one that involves (among other things) recruiting state-level fund portfolio managers.

In the first week of August, the Office of the Inspector General released seven new reports covering audits conducted in Burundi, Malawi and Ukraine; and diagnostic reviews undertaken in Eritrea, Gambia, Georgia and Peru. The OIG found no evidence of grant funds having been misappropriated. In the audit of grants to Malawi, the OIG identified expenditures of $4 million that it deemed ineligible or unsupported. Malawi has already agreed to pay back at least $3.3 million.
OIG Finds Serious Deficiencies in Performance of All Four PRs in Zambia
ABSTRACT
The PRs have shown evidence of significant financial management and control weaknesses, episodes of misappropriation and fraud, and losses of grant funds, according to a report issued by the OIG. The OIG concluded that the two governmental PRs were not fit to continue as PRs. It is apparent from the report that some of the PRs disagreed with a number of the audit's findings.
