Update on Global Fund Country Funding and Portfolio Optimization
ABSTRACT
The Global Fund Secretariat presented its update on country funding to the 46th Board meeting just held in early November. As of 20 October 2021, 186 out of 200 Funding Requests reviewed in Windows 1-6 had been recommended for grant-making.
FRENCH-SPEAKING AFRICAN COUNTRIES NOT ON TRACK IN SPENDING THEIR GLOBAL FUND GRANTS FROM 2017-2019 ALLOCATION PERIOD
ABSTRACT
Most countries in West and Central Africa have consistently reported low rates of absorption of Global Fund grants in past allocation periods. An analysis of absorption and a comparison of actual disbursements with budgeted amounts, in 12 French-speaking African countries, suggest that countries are not likely to use their 2017-2019 allocation fully, although there are huge resource gaps. With only seven months of grant implementation left for most grants in this implementation cycle, the onus lies on the countries to address the bottlenecks to absorption within their contexts.
GLOBAL FUND BOARD APPROVES ADDITIONAL FUNDING WORTH $57.9 MILLION THROUGH PORTFOLIO OPTIMIZATION, FOR GRANTS IN FIVE COUNTRIES
ABSTRACT
The Global Fund Board has approved $57.9 million in funding for portfolio optimization, following recommendations from the Secretariat's Grant Approvals Committee to the Board, to finance interventions listed on the Register of Unfunded Quality Demand. The additional funds will address challenges related to Algeria's HIV program transitioning out of Global Fund support, will back Ethiopia's initiative to roll out an updated national TB policy, will support Ghana’s procurement of long-lasting insecticidal nets for 2021 mass distribution, will bolster TB case detection and diagnosis in Nigeria, and will support procurement of the new multidrug-resistant tuberculosis treatment in Uzbekistan.
GLOBAL FUND HAS ALLOCATED AN ADDITIONAL $43.3 MILLION TO EXISTING GRANTS IN SEVERAL COUNTRIES FOR 'PORTFOLIO OPTIMIZATION'
ABSTRACT
The Global Fund Board has allocated $43.3 million in additional funding for portfolio optimization to several Global Fund grants, including Kosovo (HIV/AIDS), the Middle East Response (integrated), Namibia (Malaria), Nigeria (Malaria), South Sudan (Tuberculosis), and Zambia (TB/HIV).
GLOBAL FUND BOARD APPROVES $135.7M AND €25.7M OF PORTFOLIO-OPTIMIZATION AWARDS FOR 23 COUNTRIES
ABSTRACT
The Global Fund Board has approved funding for another batch of interventions from the Register of Unfunded Quality Demand. This large set of portfolio-optimization awards comprises $135.7 million and €25.7 million for 28 grants across 23 countries. These awards allow the Global Fund to fill gaps in services in countries whose original requests for funding from the 2017-2019 allocations did not cover all of their immediate needs.

In May, the Global Fund Board approved five new country grants in four countries: Gabon, Georgia, Peru and Serbia. The Board also approved two multi-country grants and 18 sets of interventions from the Register of Unfunded Quality Demand.
Global Fund Board approves $36 million for country and multicountry grants
ABSTRACT
In the latest batch of funding approvals from the Global Fund Board, three country grants and two multicountry grants were awarded $36 million. The Board also approved funding in the amount of $66 million for interventions on the Unfunded Quality Demand Register. Some of the funding for the UQD interventions came from private sector contributions.
Global Fund Board approves $229 million in funding for country grants
ABSTRACT
The Global Fund Board has approved another $229.4 million in funding for 16 country grants. The grants emanated from funding requests submitted by nine countries. The Board also approved $24.0 million for three multi-country grants. Interventions worth $127.4 million were added to the Unfunded Quality Demand Register. Of the $229.4 million for country grants, Nigeria led the way with three grants valued at $71.2 million.
Global Fund Board approves funding for first set of interventions on UQD register for 2017–2019 identified through portfolio optimization
ABSTRACT
The Global Fund Board has provided funding for some interventions from the Unfunded Quality Demand Register. The funding has been added to an existing malaria grant in Burundi and an existing TB grant in Philippines. This is the first set of interventions from a portfolio optimization exercise conducted by the Secretariat for the 2017–2019 allocation cycle. The additional resources come from funding designated by the Audit and Finance Committee as being available for portfolio optimization.
