ATTACHMENTS TO THE CONCEPT NOTES ARE NOW BEING POSTED ON THE GLOBAL FUND’S WEBSITE
ABSTRACT
The Global Fund has delivered on its undertaking to make attachments to the concept notes public. However, as with the notes, the attachments are released only after the grants related to the notes are approved, a process that usually takes several months. Aidspan called it a step in the right direction, but said that further steps are required.
Fund Reverses Demand that Former Philippines PR Repay $1.77 Million
ABSTRACT
Three years after terminating its grant agreements with the Tropical Disease Foundation, principal recipient for five grants in the Philippines, following a finding by the Office of the Inspector General of $1.77 million in “unauthorised expenditures,” the Global Fund has reversed its demand that the funds need to be repaid.
SECRETARIAT AIMS TO FIX “STUCK” GRANTS
ABSTRACT
The Global Fund is making a special effort to fix 51 grants that it calls “stuck.” These are grants to which no money has flowed within the first three months after signature of the grant agreement or, for more mature grants, to which no money has flowed within the last six months. Deadline for Round 11 Applications Extended to At Least 1 March 2012
ABSTRACT
The Global Fund has extended the deadline for submission of Round 11 applications from 15 December 2011 to at least 1 March 2012. Most or all Round 11 grant agreements will probably not be signed before the last quarter of 2013. Also, the Fund has reduced its estimate of the available funding for Round 11 from $1.5 billion to $0.8 billion.
OIG REPORT LISTS NUMEROUS PROBLEMS IN GRANT IMPLEMENTATION
ABSTRACT
In every country audited by the Global Fund's Office of the Inspector General since 2006, there were numerous instances of PRs not complying with clauses in their grant agreements. A recent report by the OIG points out that the Fund does not have mechanisms in place to monitor and enforce compliance with these clauses.
FUNDING REINSTATED FOR SUSPENDED PHILIPPINES GRANTS

The Fund should set a deadline: if a Round 1 grant agreement is not signed by some specified date in the not-too-distant future, the grant approval should be revoked. And new procedures must be developed arising from the likely funding shortfall for Round 3.
