Ambitious national targets for getting people on treatment often not reflected in grant performance frameworks, GAC says
ABSTRACT
The Grant Approvals Committee says it is very concerned that ambitious treatment goals in national programs are often not reflected in grant performance frameworks because of limitations in the allocations. The committee raised this issue in its report to the Board on the third batch of grant approvals for 2017-2019. The GAC called for urgent inter-agency discussions and it said that donor governments should be included in the talks.

Le Fonds affirme être en bonne voie pour atteindre 22 millions de vie sauvées d’ici décembre 2016, date correspondant à la fin de la période de reconstitution des ressources (voir le graphique).

Used a revised methodology, the Global Fund estimates that through programs it supports, 17 million lives have been saved. This is almost double the figure of 8.7 million lives saved announced by the Fund in July 2012.

The country has boosted the provision of antiretrovirals and has strengthened its health systems by building health centres and mobilising health workers and volunteers. The country has been singled out by the Global Fund for these achievements. However, Ethiopia still faces a number of challenges.

The Global Fund and PEPFAR announced that between them they are now supporting antiretroviral treatment for 1.2 million people living with AIDS, a doubling in the past year. (However, the fact that they are "supporting" treatment for this number does not mean that they are "providing" all aspects of treatment for this number.)

Thanks in large part to criticisms of President Bush's $15 billion PEPFAR initiative, the Global Fund was widely and somewhat simplistically portrayed by many as the funding source that could do no wrong. The Fund received unexpectedly strong endorsements from former President Nelson Mandela and UN Secretary General Kofi Annan.
