Allegations of salary-related fraud within Global Fund grants have grown rapidly, the Office of the Inspector General says, especially in the past two years. The OIG has issued a report on two recent investigations into salary-related fraud in Nigeria and Indonesia, finding non-compliant expenditures in both programs, and seeking recoveries of the full amounts in both countries.

INDONESIA NEEDS FASTER PROGRESS TOWARDS ‘90-90-90’ HIV TARGETS, OIG SAYS

In the Office of the Inspector General’s second country audit of Indonesia, shortcomings in HIV program design, in particular, were emphasized as needing major improvement if the country is to reach its 2020 program targets. Some TB program-related issues were also identified. Major improvements noted by the OIG since the 2015 country audit highlighted Government commitment to fighting the three diseases, with domestic resources accounting for more than two thirds of the budgets for those national programs.
Transition to new funding model and fourth replenishment approved by Global Fund Board

In a 'proactive' investigation, the Office of the Inspector General uncovered some deficiencies in the Global Fund’s processes for procuring HIV rapid diagnostic test kits, between 2014 and early 2017, in eight countries including Georgia, South Africa and Uzbekistan. The focus of the investigation was on the Global Fund's quality assurance processes, not the Principal Recipients.
A Global Fund multi-country program in Southeast Asia helps countries SHIFT towards sustainable HIV financing
ABSTRACT
SHIFT is a two-year regional advocacy program in Southeast Asia that aims to empower civil society organizations and key population communities to advocate for sustainable HIV financing. The four countries are Malaysia, Indonesia, the Philippines and Thailand, all of which have started to plan for transition away from Global Fund support.
