GLOBAL FUND SECRETARIAT BRIEFS THE BOARD ON OUTCOMES OF REGIONAL CONSULTATIONS ON CCMS
ABSTRACT
The Global Fund went into the regional consultations on CCMs talking about a differentiated approach based on country size and operational context. They came out of the consultations describing the emergence of three CCM maturity levels – Basic Governance, Program Oversight and Strategic Engagement. The goal is still to have a CCM Evolution Plan ready for the Board’s 39th meeting in May 2018.

Our review of the Office of the Inspector General of the Global Fund’s 20 audit reports for 2019-2020 reveals ten recurring issues. The two main issues are gaps in oversight and assurance arrangements, and challenges in the design and implementation of interventions.
Despite additional safeguard measures, performance of Chad’s Global Fund HIV and TB grants are not improving, OIG says

Following an audit of Global Fund grants in the Chad, the Office of the Inspector General has determined that measures put in place under the Fund’s Additional Safeguard Policy have helped “to reduce, but not sufficiently mitigate, significant financial and programmatic risks.” Although Chad has received extra flexibility and capacity building in light of its classification as a challenging operating environment, significant weaknesses remain, the OIG said. The OIG and the Secretariat have agreed on four management actions to be implemented by the end of this year.
The Global Fund’s Country Coordinating Mechanism evolution project prepares consultants at Casablanca workshop

At the dawn of the CCM evolution project’s in-country activities, the Global Fund's CCM hub organized a workshop in Morocco where consultants, who will support countries participating in the pilot, were oriented on the project’s objectives, approaches as well as roles and responsibilities of the various stakeholders.
Follow-up audit of Global Fund grants to Nigeria shows significant improvements, OIG says

Since the last audit in 2015, there have been significant improvements, the Office of the Inspector General says in a follow-up audit recently concluded. But there are still many problems that need to be resolved, and some of the mitigation measures already implemented need more time to become effective. The follow-up audit covered the period from July 2016 to September 2017.
Capacity issues and delays in implementation plague otherwise successful Global Fund grants to Zambia, OIG says
ABSTRACT
Despite facing substantial economic challenges, Zambia has successfully scaled up interventions across all three diseases, concluded an audit of Global Fund conducted by the Office of the Inspector General. However, issues concerning the capacity of health workers and the capacity of diagnostic systems have negatively impacted service delivery, the OIG found, and there have been delays in implementing program activities. Finally, Zambia’s health systems operating with obsolete infrastructures struggle to cope with the rapid increase of volumes caused by program scale-up.
CHANGES TO THE ROLE AND STRUCTURE OF CCMS LIKELY AS THE GLOBAL FUND DEVELOPS A CCM EVOLUTION PLAN
ABSTRACT
The Global Fund and some of its partners have embarked on a process which could result in significant changes to the role and structure of country coordinating mechanisms. Regional consultations for the CCM Evolution Project are planned for later this month and next month. The goal is to have a proposal for CCM reform approved by the Board at its meeting in May 2018.
RISK MANAGEMENT PROCESSES AT THE GLOBAL FUND NEED SIGNIFICANT IMPROVEMENT, OIG AUDIT REPORT SAYS

Although there have been important achievements in managing risk, significant gaps remain, according to a report by the Office of the Inspector General on an audit it conducted of the Global Fund’s risk management practices. The audit identified weaknesses in oversight and accountability at Board and senior management levels.
SECRETARIAT TO ROLL OUT NEW ORIENTATION PROGRAM FOR CCMS
ABSTRACT
The CCM Hub at the Global Fund Secretariat has developed a standard orientation package for CCM members. The purpose is to improve CCM performance by providing members with the knowledge and skills they need to effectively carry out their roles and responsibilities. The orientation package will be rolled out to CCMs in a phased approach, starting in April 2017.
OIG INVESTIGATION REVEALS SMALL-SCALE FRAUD AND NEPOTISM INVOLVING A SUB-RECIPIENT OF A MALARIA GRANT TO CAMBODIA
ABSTRACT
An investigation by the Office of the Inspector General into a malaria grant in Cambodia has found small-scale fraud, instances of nepotism, systemic double-billing of donors, conflicts of interests, and inefficient controls to safeguard grant funds. Allegations made through the OIG’s reporting hotline contributed to the decision to launch the investigation.
