THE GLOBAL FUND’S OFFICE OF THE INSPECTOR GENERAL ADOPTS REMOTE AUDIT AND INVESTIGATION APPROACHES
ABSTRACT
The Global Fund’s Office of the Inspector General has reported to the Board that the coronavirus disease (COVID-19) pandemic has significantly affected the implementation of its 2020 work plan. Country level audits have been cancelled, while investigations continue amid great difficulties. The OIG has adopted remote audit and investigation approaches to ensure continuity of their work in 2021.
Global Fund grants achieving substantial impact while financial controls continue to improve, OIG says
ABSTRACT
In a progress report provided to the Board at its 40th Board meeting, the Office of the Inspector General states that on the basis of its work to date in 2018, the Global Fund partnership has achieved substantial results across all three diseases. Enhancement of financial controls has significantly contributed to a decrease in large cases of fraud and unsupported transactions, the OIG added. However, the Fund still faces a number of challenges, including finding missing cases of TB, improving the quality of services and managing the process of countries transitioning away from Fund support.
OUTSTANDING RECOVERABLE BALANCE RELATED TO OIG AUDITS AND INVESTIGATIONS DROPS TO $22.6 MILLION

In a report to the Board, the Secretariat reported good progress in recovering amounts owing as a result of non-compliant expenditures identified by the Office of the Inspector General.
OIG RELEASES REPORTS ON THREE INVESTIGATIONS
ABSTRACT
The Office of the Inspector General has identified expenditures that were not compliant with the grant agreements in three separate investigations. The amounts involved ranged from $56,966 for a malaria grant in Guyana to $311,637 for a TB grant in Bangladesh. The third country was India, where the OIG found non-compliant expenditures of $97,149 in a TB grant.
