Countries need better data for accurate forecasting of funding gaps in Global Fund grants
ABSTRACT
In funding requests submitted to the Global Fund, countries provide estimates of future needs and gaps in funding, though many countries lack reliable and accurate data to project the future resources they will need. This situation begs the question of how future resource needs and gaps are calculated, and calls into question the reliability of such estimates.

The Global Fund’s Fifth Replenishment is a crucial moment for the future of the three diseases. But even with a fully funded Global Fund, will we be able to “End It for Good”? TRANSPARENCY AND STREAMLINED ACCOUNTABILITY: WHAT WATCHDOGS, GRANT IMPLEMENTERS AND OIG WANT
ABSTRACT
Both watchdogs and the OIG are having trouble accessing useful and complete country-level data to track and verify grant budgeting, expenditure and results data. There are also significant obstacles keeping implementers from meeting requirements for reporting to national oversight structures. These two conclusions drove two days of strategic discussions at an Aidspan roundtable in early August drawing participants from 10 countries.
SCALE, SUSTAINABILITY AND SCOPE IN CONCEPT NOTES QUERIED BY TRP
ABSTRACT
In an exhaustive consideration of the 91 concept notes submitted during windows 3 and 4, the Technical Review Panel flagged a number of concerns about both quality and content of the submissions from countries under the NFM. Identifying what they saw as a growing dependence on the Fund for financial resources to maintain their programs for AIDS, TB and malaria, the TRP advised countries that sometimes realistic was better than ambitious -- a decided deviation from the rhetoric from the Fund itself.

By Wallace Mawire and Karanja Kinyanjui The Global Fund Should Take Transparency to Another Level
ABSTRACT
Most organisations and people don’t take advantage of Global Fund transparency to trigger open and well-informed discussions on aid effectiveness, says Robert Bourgoing. The Global Fund should spearhead an effort to build local capacity to use Fund data. And it should declare war on gobbledygook.
