ABSTRACT With the roll-out of the COVAX Facility giving low-income countries access to COVID-19 vaccines, developing countries, particularly in Africa, face many financial, logistical and programming challenges in accessing the vaccine doses they require. This article outlines these challenges, as well as African countries' individual strategies and the collective ones adopted by the African Union to find solutions.

RÉSUMÉ Alors que la Facilité Covax permettant l’accès des pays à faible revenu aux outils de vaccination contre la Covid-19 commence à se déployer, les pays en développement, en particulier africains, font face à de nombreux défis financiers, logistiques et programmatiques pour accéder aux doses de vaccin nécessaires. Cet article présente ces défis, ainsi que les stratégies individuelles des pays africains et collectives engagées par l’Union Africaine pour trouver des solutions

ABSTRACT The Office of the Inspector General conducted for the first time an audit of the Geneva Global Health Campus’s management processes. The audit rated the Global Health Campus project’s management of key risks as ‘effective’, while rating the overall management process as ‘partially effective’. The Global Health Campus has been home to the Global Fund, Unitaid, Stop TB and the RBM Partnership since March 2018. The Global Health Campus ‘project’ was designed to facilitate shared cost savings across the organizations, and to enhance operational collaboration between the global health partners.

RÉSUMÉ Aidspan examine de manière plus approfondie les différents instruments de financement innovants du Fonds mondial dans une série de trois articles, à la suite de l’ouverture par le Fonds mondial, au début de l’année, d’un processus officiel de consultation destiné à élaborer une approche plus structurée du financement innovant au sein de l’organisation. Ce troisième article décrit les mécanismes d’incitation à l’innovation et à la réduction des coûts, et évalue les avantages et les inconvénients d’instruments comme les fonds d’encouragement à l’innovation, les garanties d’achats futurs et le financement de démarrage.

ABSTRACT Aidspan is taking a deeper look at the Global Fund’s different innovative financing instruments over a series of three articles, following the Global Fund’s opening of a formal consultation process earlier this year to develop a more structured approach to innovative finance within the organization. This third article describes innovation and cost-reduction incentive mechanisms and discusses the pros and cons of instruments, such as challenge funds, advance market commitments and seed funding.

ABSTRACT Now that the respective headquarters of Gavi and the Global Fund will be located together in the Global Health Campus in Geneva, cooperation between the two organizations will intensify. There has already been considerable collaboration between the two organizations. Donors are supportive of joint activities among global health funds.

ABSTRACT This is the second of two articles on four global health financing mechanisms: the Global Fund, the Global Financing Facility, Gavi and Unitaid. The first article looked at the similarities among the mechanisms. The present article discusses the differences.

RÉSUMÉ Le Président Trump a envoyé au Congrès une ébauche de budget envisageant d’importantes coupes budgétaires au niveau de la santé, de l’aide extérieure et du Département d’État, mais qui épargne le Fonds mondial, le PEPFAR, l’Alliance GAVI et l’Initiative présidentielle pour lutter contre le paludisme. Le projet de budget expose les priorités de l’administration Trump. On s’attend à ce que le budget final approuvé par le Congrès soit très différent.

ABSTRACT President Trump has sent Congress a budget blueprint that calls for severe cuts to health, foreign assistance and the State Department, but that spares the Global Fund, PEPFAR, Gavi and the U.S. President’s Malaria Initiative. The blueprint is a statement of the Trump administration’s priorities. The final budget adopted by Congress is expected to look quite different.
